The green flag is just after the incident, so it should be waving. The flag point prior to the incident is waving a yellow, as it should.

Yeah I think there should be a safety car no matter what type of incident in the wet.

Imagine having to talk yourself into keeping your boot in to generate the downforce to keep tyre temperature so they actually stick, all whilst being in someone elses spray and not being able to see where you are going.
